Network has mask 255.255.255.252, hotspot autoscan makes arp request to broadcast address (for example network 10.0.100.0/30 - ARP request to 10.0.100.3), but there is no such requests (to broadcast address) on larger subnet.

Have a little addition. The segment i was writing above have no dhcp pool, but while I was messing with CIDR notation in SSH (trying different masks to determine if the problem is only with /30), have looked at GUI and have got an dhcp assigned with range 10.0.100.x-10.0.100.7. This can't be correct as 10.0.100.7 is a broadcast for /30 network.
