IPv6 in IPv4 tunelling ICMP error

hello, I want to tunnel IPv6 over IPv4, but I can't get ping for ICMP on the network from the other party (Hurricane Electric).  When I contacted Hurricane Electric to resolve this, I was told it was from the ISS.  When I contacted the ISS, they stated that they did not have such an obstacle after the necessary checks.  There is only one case left: the modem.  My device is Keenetic Extra DSL, even though I have made the necessary adjustments from the firewall, the packet loss is 100%.  From where?  Please can anyone help?

In the firewall section you should create an always working rule, allowing ICMP packets from 66.220.2.74 (source ip) to your ip (replace it with your 78.xxx.xxx.xxx) as on my screenshot. Save this rule and enjoy :)
